THIS IS A SIMULATED INMATE ESCAPE DRILL –
THERE IS NO REAL ESCAPE OR EMERGENCY
UPDATE: SIMULATED INMATE ESCAPE DRILL HAS CONCLUDED; Training Deemed Success By Officials
Authorities have captured the final SIMULATED INMATE ESCAPEE that was being sought at Rocky Face Park, concluding the nearly six-hour training exercise that was conducted on Wednesday, December 4th, 2013. The training drill was conducted as a joint effort between members of the North Carolina Department of Public Safety Division of Adult Corrections and the Alexander County Sheriff’s Office. The drill marked one of the first times that these two agencies conducted joint training and was considered a very valuable experience by all involved. “The reality is that if a true emergency like an inmate escape occurs at the prison [Alexander Correctional Institute] then our staff will be called upon to assist prison officials and we can all benefit from learning how each other operate” stated Sheriff Chris Bowman.
The training exercise began just prior to 8 a.m. with a simulated propane gas leak at the Minimum Custody Unit located on the grounds of the Alexander Correctional Institute on Old Landfill Rd in Taylorsville. Emergency crews responded and mitigated the hazards while corrections staff transferred inmates house in the unit to a secure location. Following the simulated gas leak, the training exercise transitioned into a joint exercise with law enforcement officials when the simulation of two escaped inmates was brought into the scenario. Law enforcement and the Prison Emergency Response Team (PERT) responded to the correctional facility and began organizing efforts to track down the simulated escapees (roles played by two correctional staff employed by the facility) while other staff began establishing a command post for the training drill.
As the training drill continued, additional information was released to both law enforcement responders and the public, leading the team members to various locations within Alexander County. One simulated escapee was taken into custody inside the former Alexander County Hospital building following a brief standoff and the use of a specially trained Hostage Negotiation Team employed by the NC Department of Public Safety. The second simulated escapee was captured a short time later after K-9 tracking teams and PERT members located the individual inside Rocky Face Park off Rocky Face Church RD. During the training drill, information was periodically released to the public and media through the use of the Alexander County Sheriff’s Office website, Facebook and Twitter pages to simulate the use of these services during an actual crisis.
The entire training drill was designed to be as realistic as safely possible so that participants could gain practical experience and valuable insight into how such a joint effort might work in a future emergency. The result was overwhelmingly positive and provided great raining that cannot be simulated in a table-top or classroom exercise setting. At no time was there any true danger to the public.
Sheriff Chris Bowman wishes to thank all those who participated in the training exercise. Logistical support from the American Red Cross – Catawba Valley Chapter, who served lunch and refreshments to the participants, was also greatly appreciated.
